New cache format

We need a new, faster, and lighter format for cache. Also, it should be easier to update. A plaintext /etc/password-like format or even CSV, and using urlencoded fields would be enough. More than one file, to keep a simple format.

Don't worry about "forwards compatibility" here, because we replace these files on login. The first line of the file could include simple version information (Version: 15 or svn $Rev$?), if that doesn't match the expected info the lists are requested from the server again
