File Transfer very slow...

I'm sorry if this is very common, or it's reported but I'm a total noob...

When I send a file to a friend, it goes fast, very fast. And he recives very fast to.

When I recive a file from a friend, it goes 2-3 KiB/s.

I have done "router configurations" and everythings works fine, I upload via FTP very fast, and download without any problem. I have done "speed conection test" and everything is fine.

When I go Vista, from Windows Live MSN, I send very fast too.

What am I doing wrong? Do I have to do something to configurate this?
